Scaffold the Maven multi-module project structure:

  • Parent POM with Spring Boot 3.x BOM
  • Modules: api, domain, infrastructure, compliance
  • Java 21 toolchain
  • Flyway baseline migration
  • Docker Compose for local dev (PostgreSQL)
